The nappies are to ensure that the traffic cops are able to remain on duty for long hours without going to the toilet. Manila Metro Officer Emerson Carlos said that they expect to have huge traffic flow during the papal visit so they cannot afford to have their officers taking a break from work to go to the toilet so they can just use the nappies like babies.
